Introduction

  • Responsible for overseeing all aspects of Contractor delivery of pre-Commissioning & Commissioning, including HSE, documentation, planning, scheduling, subcontracting, systemization, completions database population, activity execution, witnessing, completions records, audits and reporting.

What are you going to do

* Provides leadership, technical oversight, troubleshooting expertise and clear guidance to the contractor.* Facilitate interfaces and resolution of issues to meet project objectives and milestones.
* This position is responsible to ensure all planning and execution activities associated with the pre-comm/comm by the contractor, including third parties such as vendors, consultants, sub-contractors etc. are executed to Project's specifications and requirements.* Major challenges for this role include (1) effectively managing contract and pre-comm/comm team to produce timely deliverables up to start-up. (2) maintaining constructive working relationship with contractor to ensure delivery and execution of pre-comm/comm work scope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g. Operations, quality, engineering, construction) to ensure alignment of systems completions execution.
* Delivering a very large scope of work to achieve project expectations, in particular design and construction of very large facilities.* Provides pre-commissioning and commissioning expertise, for planning and execution and leadership driving contractor to deliver in accordance with project deliverables and execution schedule.
* Directs the preparation and stewardship of pre-commissioning and commissioning scope of work in contract, supports contractor by helping address gaps, coordinate with operations and other disciplines within the team.* Maintains close collaboration with members of Engineering, Quality, Construction and Operations teams to deliver clear plans and efficient execution.
* Accountable for ensuring execution of work is technically aligned and in compliance with project objectives and specification.* Manages Contractor's pre-commissioning and commissioning activities including validation of resources, personnel qualifications and experience; usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes.
* Assesses and validates Contractor's capability in providing all procedures, progress measurement and reporting to steward the systems completion activities.* Manages the discipline deliverables and field engineering in support of pre-commissioning and commissioning activities.
* Responsible for the schedule and related milestones, provides data (rundown curves, charts, graphs) and recovery plans to address any schedule delays if any.* Accountable for knowledge of and sharing previous lessons learned, capturing and communicating current insights to support review teams and future projects.
* Review, update and amend procedures and specifications to ensure that all pre-commissioning and commissioning references are up to date and relevant.

Essential skills and knowledge 

  • Bachelor's degree in engineering.
  • 10 years' experience in Commissioning Leadership roles with a broad knowledge of commissioning planning and execution experience, for LNG liquefaction facilities, including 2 years' experience in a supervisory role, including acting roles, or oversight of contractor/sub-contractors/service/vendor personnel.
  • Expertise in systemization, completions database, development of pre-comm / comm procedures
  • Experience pre-commissioning/commissioning large turbines, compressors, electrical and instrument rooms, pumps, piping, steam systems
  • Strong leadership skills, experience leading multi-discipline teams
  • Excellent written and oral English skills.
  • Strong organizational, planning and coordination skills.
  • Strong technical, prioritization and management skills.
  • Good communication, influencing and interface skills.
  • Proficient in Microsoft Office suite of software programs, etc.
