Introduction

  • Manage the delivery of all aspects of the commissioning phases and discipline teams, providing support to the Management team, overseeing direction of the project's main contractor, sub-contractors and vendors.
  • Directs delivery of all aspects of the commissioning phases and discipline teams.
  • Effectively collaborates and interfaces with facilities team and contractor engineers and operations personnel.

What are you going to do

* Evaluates coverage for multiple workshops, inspections and factory testing when and where required.* Provide direction during engineering for systemization, schedule, execution strategies, review and approval of contractors detailed procedures.
* Coordinate pre-commissioning and commissioning to maximize the onshore commissioning effort and optimize the offshore commissioning schedule.* Function as the Head of Commissioning for the design, risk-based evaluation of technical issues, ensuring detailed design deliverables are compliant with project requirements and contract while meeting required quality expectations.
* Evaluate the process for systems completion and commissioning deliverables for inclusion in the packages with the system completion team.* Act as a company focal point for all commissioning matters.
* Drive and coordinate the delivery of discipline deliverables in accordance with project requirements from contractor.* Function as the (CP) field equipment and commissioning expert providing oversight and review of commissioning documentation.
* Review analysis of technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with policies and procedures.* Act as commissioning focal point at discipline FATs and SATs to verify they comply with project deliverables and commissioning requirements.
* Support and work closely with the completion's divisional manager, project team and operations advisors to align on SIMOPs, greenfield, brownfield scope and systems completion and commissioning strategy.* Support by reviewing critical documents and reports generated by the main subcontractor. Attend workshops/review meetings when requested.
* Analyse technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with policies and procedures.* Apply lessons learned from previous projects and share new ones with other EPCs.
* Support the qualification of new suppliers proposed for the project, suppliers that are not on the approved vendor's list.* Assesses Contractor's manpower loading and provide timely recommendations to project team and be available to backfill needs as required.
* Support the engineering team to stay on schedule to meet all critical milestones (long lead item (LLI) procurement, engineered equipment procurement; required on site (ROS) dates, etc.); develops and stewards recovery plans to address any schedule delays.* Witnesses Contractors scope of work and signs off test and check sheets as per project requirements.
* Verify that the Contractor's reports are accurate with regards to progress reporting.* Accountable for integrating completions of various RFSUs to achieve each complex Facility RFSU.
* Cooperate with review teams and take parts in quality audit activities throughout the project.* Report findings accurately and provide plan to address issues when required.
* Manage timely delivery of all systems completion's deliverables, by developing and managing effective systems completion procedures, tools, and commissioning plans for effective and smooth handover to the operating organization.* Ensuring overall system completions compliance with projects specifications and the contract.

Essential skills and knowledge 

  • Bachelors Degree in Applied Sciences or Engineering.
  • 10 years experience in various project phases such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • In depth knowledge of discipline design standards, specifications, codes, appropriate safety criteria, offshore facilities and discipline design, construction, operations and engineering administration.
  • Knowledge and experience in discipline commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews.
  • Experience in a senior commissioning role for large EPC contracts, with strong commissioning/technical skills, greenfield, brownfield projects and simultaneous operations (SIMOPS).
  • Experience in project completions and project systemization, including check sheet development, check sheet allocation, writing of pre-commissioning / commissioning documents such as commissioning procedures and method statements.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion.
