Introduction

  • Develop / review & endorse all Instrumentation, Automation Systems provisions for all infrastructure projects and associated facilities in the Industrial Cities.
  • Facilitate the development and execution of End-Users/Investors/Tenants Projects in terms of the Instrumentation, Automation and ELV engineering aspects (through Technical Submission Review and Approval process) including modifications/upgrade of existing facilities in Off-Plot Common Corridor area, On-Plot, Ports, Community and Support Services Areas during the design and construction phases of these projects.
  • Coordinate with Technical /Engineering departments, End-Users/Tenants/Investors and other Stakeholders to formulate necessary concepts and project execution plans to ensure that development / project execution is in line with the Industrial Cities Regulations, Guidelines, Procedures and Standards. Liaise with contractors, utilities, authorities and consultants to ensure that Infrastructure Projects adhere to and international standards and policies.
  • Responsible for all tasks related to project life cycles ranging from project initiation till close-out / handover to fulfil the Instrumentation Engineering discipline requirements.

What are you going to do 

  • Identify, develop, evaluate and optimize infrastructure project Instrumentation, Automation & ELV aspects/concepts including reviewing Project Development Proposal (PDP) and developing Design Support Package (DSPs) to initiate Project Initiation Note (PIN) for new capital projects to be executed under Technical Directorate.
  • Also prepare and issue Work Change Request (WCR) if required in close coordination with the Engineering / Asset holder during the execution of the project.   • Review and approve End-Users/Tenants/Investors technical submissions for off-plot, on-plot and port expansion developments, related to Instrumentation and automation systems in line with Industrial Cities’ Master Plan and applicable Guidelines, Standards and Regulations in close coordination with IT department.
  • Review and endorse Scope of Work (SOW) and technical submittals for all Engineering projects executed by Technical Directorate to ensure Industrial Cities’ requirements with regard to interfaces, tie-in connections, materials specifications, pre-commissioning and commissioning etc. are complied.
  • Also, interact with Project Department regarding implementation of Instrumentation, Automation & ELV systems associated with various projects in order to identify synergies and for optimization.
  • Review and approve Tenants/Investors Building Permit Technical submittals including MS & JSA, related to Instrumentation and automation & ELV systems scope of work to be in line with Industrial Cities’ Master Plan and applicable Guidelines, Standards and Regulations.
  • Actively participate in Mechanical completion walkthrough for VI projects to ensure facility is constructed as per the Scope of work and approved drawings/documents.
  • Also, witness the testing & commissioning and participate in the Operational handover / Final handover walkthrough.
  • Carry out site inspections along with End users to ensure Instrumentation and Automation systems of the facility are built in compliance with the project documents / building permit approval.
  • Also, carry out site visits to resolve conflicting issues between Contractor / Tenant and Operation and Maintenance Department during utility tie-in connections.
  • Coordinate/interface with Departments, Consultants, Contractors, End Users to finalize the technical requirements/interface with other Projects, pre-commissioning, commissioning activities for the Project.
  • Coordinates the work and schedule of various ECS, FEED, Construction and EPIC contractors working and End Users to resolve interface and conflict issues.
  • Ensure that the technical requirements and space optimizations stated in Industrial Cities Regulations and Guidelines are adhered by major industries and EPC contractors working in the Industrial Cities by participating in design reviews, HAZOP studies etc.
  • As applicable, check and approve the building permit and consolidated permit to work (PTW/CPW/e-CPW) applications for all Instrumentation related activities from contractors / End Users / Tenants for projects in common areas and ensure compliance with requirement in close coordination with IT department.

Essential skills and knowledge 

  • 10 - 12 years of hand-on Engineering, Construction and Commissioning experience within the Oil & Gas and Petrochemical Industry
  • Strong working knowledge of Instrumentation, Automation & ELV Systems
  • Excellent Project Management & Engineering and supervisory skills are preferable.
  • Fluent Oral & written English with strong presentation, lobbying and influencing skills.
  • Working knowledge of MS Office applications (including MS Project) and other integrated Instrumentation Design / Application Software (In TOOLS, MATLAB, CV Calculation, etc.).
  • Strong “team player” and comfortable in working with a broad range of external parties.
  • Ability to work with limited supervision, exercising a high degree of self-motivation and discipline under tight schedules using strong organizational and time-management skills.
