Introduction

  • Develop, initiate and contribute to planning, execution, commissioning and handover of infrastructure projects to ensure that all required marine facilities are in place on time to accommodate the growth of Industrial Cities & Ports.
  • Incumbent actively and continuously need to liaise with Asset Operators, Planning, Development, Operations, Maintenance, Ports, concerned Departments and other stakeholders to formulate projects concepts, project execution plans, initiate projects and related activates from concept stage to commissioning and handover new facilities to end-user for operations.

What are you going to do 

  • Initiate Port and related marine facility projects (This include consolidate Asset Operators functional requirements, carry out conceptual studies and develop optimal ‘Statements of Requirement’ (SORs) for new marine facilities capital projects in Industrial Cities such as LNG, VLCC, General Cargo, Dry Bulk , Navy, Coastguard, Tug & Service Berths, Container Terminal, Dry Dock, Seawater Intake/Outfall Structures & Pump House, Loading & Metering Platforms, Common Pipe Racks, Slipway, Breakwater, Revetment , Dredging, Reclamation etc. and Compile preliminary budget estimates, project schedule, project risk and justification along with SOR) to initiate ‘Project Initiation Note (PIN)’ for management approval of the project.
  • Provide marine expertise on all Coastal and Port Infrastructure Projects, recommendations to Industrial Cities Senior Management to develop and optimize the Industrial Cities Ports Master Plan, Civil/Marine Engineering Project and guiding philosophy to create synergies and cost savings for all stakeholders (Asset Operators and other partners).
  • Review and approve any modification or upgrade proposed by Asset Operators/operators for the exciting marine facilities, review the technical submittals, design, method statements participating in the Testing and Commissioning activities, including Punch listing and review discipline’s relevant Project Deliverables, etc.
  • Review detailed scope of work for FEED and EPIC to ensure that all Industrial Cities requirements are properly & adequately included followed by participation in preparation of bid documents, tender meetings, technical evaluation of tender bids, responds to technical queries etc. and provides technical assistance during project gate approval process.
  • Review technical submittals of FEED & EPIC Contractors and approve key design documents to ensure compliance to Industrial Cities’ requirements as Asset Holder & Regulator.
  • This includes representing the department in meetings with project team and Contractors to discuss technical issues, resolve areas of deficiency or conflict, interface, construction issues (e.g., access, continuity of operations, interpretation of codes and standards etc.) and develop/recommend appropriate solutions.
  • Hand over the new marine facilities created under the project to end-user by participating in Mechanical Completion, Pre-commissioning, Commissioning and final Hand-over inspections, followed by monitoring any ‘Snag’ identified in these inspections till it is rectified to ensure handing over flawless facilities to the End-User.
  • Review the project dossier contents for completeness for operations, maintenance and future development.
  • Develop guidelines for periodical Structural/Condition monitoring surveys to assure integrity of marine facilities, review & analyze the survey data and establish remedial action, as necessary.
  • Interface with Asset Operators through-out project execution phase to ensure compliance to their requirements. In the event of any new/modified end-user requirement, prepare Change Request for Industrial Cities management approval
  • Review and approve the design of the marine facilities executed by third part of behalf of Liaise with Operation Companies / Asset Operators and Asset Operators Contractors to review execution of various End-user Projects, where Industrial Cities is the eventual asset holder.
  • Incumbent ensures that appropriate International Maritime and Engineering Standards, Codes of Practice and Industrial City’s regulations are adhered to.
  • Review and approve Contractor’s request for Permit to Work to carry out construction of marine works within Industrial Cities to ensure compliance to ‘Approved for Construction’ (AFC) drawings and Method Statements.
  • Resolve interface and conflict issues with existing facilities and other Contractors working for and other Asset Operators in close vicinity.

Essential skills and knowledge 

  • Internationally recognized degree B.Sc. (Bachelor of Science in Civil or Structural Engineering).
  • Minimum 10 years’ experience in the design, engineering and construction of civil, structural and marine projects, in the Oil & Gas, Hydrocarbon, container, Cargo, and bulk handling industries, specializing in large-scale marine infrastructure projects.
  • Strong working knowledge of International Maritime Design Standards, such as British Standard Code of Practice for Maritime Structures, OCIMF – Mooring Equipment Guidelines and the PIANC - Guidelines for the Design of Fender Systems.
  • Working knowledge of Physical and Mathematical Modelling and Simulation techniques.
  • Good project management and supervisory skills.
  • Excellent oral and written English, combined with strong presentation and influencing skills.
  • Ability to work with limited supervision, under tight schedules exercising a high degree of self-motivation and discipline.
  • Strong “team player” attitude and comfort in working with senior management and a broad range of external parties.
