Support Contractor to identify and submit the QA/QC documents (ITPs, QCPs, MARs etc.,) in line with Construction program, and their timely review and approval.
Assist functional supervisor in review / approval of relevant QMS, Engg., & Procurement documents. implementation of Quality Programs, and resolution of discipline matters escalated to the Project Management.
Ensure Implementation of Project QA/QC requirements at project site and suppliers / subcontractor’s works complying to project specification and other technical requirements.
Organize Pre-Activity Review meetings, attend Quality Walk through and QA/QC Weekly meetings.
Undertake surveillance and inspection of on-site and off-site Civil and Structural activities, identify potential or actual non-conformances and direct contractor in taking necessary Correction, corrective and preventive actions.
Initiate or ensure initiation of NCR’s for the recurrent surveillance observations and non-Conformalities and coordinate / follow-up for RCA / Correction / Corrective /Preventive action proposals and timely close out.
What are you going to do
Monitor the progressive compilation of Material Test Certificates and Construction Dossier / Records and their traceability.
Monitor and verify the implementation of Preservation Management System.
Ensure the Contractors maintain, update, and publish the IMTE Registers on regular basis and calibration records maintained.
Ensure appropriate Systems / Processes / Procedures are established by Contractor to maintain the Inspection and Test status of various Civil works, perform and report statistical analysis of the results (Fill material, Earth Works, Concrete, Grouts etc.,)
Monitor the KPIs and special processes performance relevant to the discipline / function.
Participate in Project QHSE audits and Pre-Qualification Audits of Vendors / Suppliers / Sub-Contractors. Conduct ITP / QCP / MS / Process / Activity level compliance audits / Checks.
Monitor Contactor/Sub-Contractor/Third party inspectors & Engineers and Subordinates, performance, provides necessary support / guidance and reports to functional supervisor.
Implement and enforce the elements of Company Quality Management System requirements applicable to your function.
Exposed to Construction Site and Prevailing Climatic Conditions at least 50% of time.
Ensure own safety and the safety of others who may be affected by Company business, whether the activity is under direct control or not.
Essential skills and knowledge
Bachelor’s degree in civil engineering (or Equivalent) from a recognized university.
IRCA Certified QMS Lead Auditor.
Membership / Certifications from internationally recognized institutions (ASQ-CMQ&OE, MCQI-CQP or ICE or ASCE or similar) is desirable.
15 years’ experience in the construction of major Greenfield or Brown-field Process Plants in Oil & Gas industry including extensive experience in large scale solar (Photovoltaic) projects.
Worked with major EPIC Contractors / End User in similar position in major projects with overall responsibility for the Quality of Civil and Structural discipline construction activities.
Sound working knowledge on QA/QC aspects, various testing requirements, Acceptance criteria and managing Civil and Structural discipline QA/QC function in major Oil and Gas Projects.
Good knowledge in understanding and application of international Codes, Standards and regulations relevant to the job function (e.g. QCS, ACI, AISC, BS / EN / ISO / ASTM standards, Shell DEP etc.)
Ability to work well and effectively communicate with contractor / Third Party /End user personnel and colleagues at all levels in multidisciplinary, and multicultural environment.
Hands on experience in preparation, Review and approval of Quality Plans / ITPs / QCPs / MARs and undertaking Inspection / testing activities related to Survey, Earth / Concrete / Grouting Works, Major Structural / Equipment / Tank foundations, Structural and Concrete pipe racks, Buildings and Architectural Works, Pavements and Road Works, Material related to works, Civil Labs / Batching Plant / Concrete mix design / pre-cast yards qualification and control.
Experienced in managing the team of discipline inspectors, coordinating respective inspection & testing activities, establishing, and monitoring KPI in respective discipline.
Experienced in development or implementation of Quality Surveillance Program, Completion Management System and associate Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) Program.
Experienced in implementing and conducting Pre-Qualification / QMS / Quality and technical compliance checks and audits, Quality Walk through of EPIC organizations and project activities.
Requires good knowledge of project features & Specialties with the ability to resolve highly complex QA/QC (Civil / Structural) related issues and disputes arising from incorrect and disparate interpretations of Project technical requirements and Scope of work, by various parties involved in the project, including external authorities.
