Introduction

  • Leads the Integrated Control and Safety Systems (ICSS) Pre-commissioning and Commissioning (PC&C) activities for Onshore Project scopes consisting of Inlets, offsites, CO2, LNG Process and Utilities areas.
  • Provide leadership and support contractors in completions and handover of ICSS scopes by fully complying with project deliverables, project and international standards and standardized processes.
  • Provide clear guidance and facilitate resolution to issues to complete ICSS handover activities by coordinating with Field Engineering, Construction, and Contractor.
  • This role requires strong leadership to drive the ICSS Scope by coordinating with multiple Stakeholders and Contractors.
  • There are brownfield elements within each scope of work which will require interfacing and alignment with OPCO to tie-in into existing systems.
  • Project ICSS provides infrastructure support to Projects. The ICSS scope has multiple interfaces with the LNG Corporate IT network.
  • Manage interfaces with LNG Operations, LNG IT and LNG Cybersecurity team and other internal and external Stakeholders.
  • Required to contribute to other multi-disciplinary tasks whilst providing expertise in specialized area.
  • Drive coordination and decision making with the Main Instrumentation and Control Contractor (MICC) vendor.

What are you going to do 

  • For assigned PC&C scopes, ICSS activities are conducted in accordance with project specifications and approved deviations, if any.
  • Accountable for timely execution planning of ICSS field activities, Site Acceptance Tests (SATs), coordinate interdependencies, development partial and full handover plans, and handover ICSS scopes by complying with Project Specifications, Safety, Quality and Cybersecurity requirements.
  • Drive work execution, ensuring technical and quality alignment with various discipline stakeholders from PMT, LNG and Contractor and its Subcontractors and PC&C personnel.
  • Provide guidance to Contractor Field Engineering and PC&C personnel to complete the ICSS design per project specifications in a timely manner and provide clear direction when project instructions or specifications are not clear.
  • Manage the Integrated Control and Safety Systems (ICSS) scopes deployment with the MICC, Contractor Field Engineering and PC&C personnel and Package System Vendors in accordance with the roles and responsibilities given in the contract, to ensure safe and seamless integration of the systems without any disturbance to the existing operating facilities or handed over systems (Partial or Full).
  • Develop justification for Management of Change, if required.
  • Drive the Contractor to develop PC&C plans and work schedules that ensure effective completion of project activities.
  • Provide data (e.g. narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays for monthly progress and stewardship reporting.
  • Support multi-discipline activities providing ICSS expertise to other disciplines as necessary, in support of completing activities within schedule and making appropriate recommendations to management on ICSS issues.
  • Provide key support in interfacing between LNG internal Stakeholders, Package System Vendors and Contractor to ensure quality and execution objectives are met.
  • Remotely manage and attend Factory Acceptance Tests (FATs) for Train 10 and Train 11, ensuring all configuration is complete and checked 100% remotely by Contractor and OpPCo nominees. Follow up with Contractor for all punch management during FAT and any Outstanding Work List (OWL) punch items at site
  • Provide leadership support to Construction and Pre-Commissioning works to ensure field execution at site meets project plans.

Essential skills and knowledge 

  • Bachelor’s degree in engineering.
  • Minimum of 8 years’ experience working in Instrument and Controls, in a Major Oil and Gas Project with broad knowledge of Honeywell (MICC) Experion Control system engineering and field execution including design standards, specifications, codes, Cybersecurity criteria, construction and operations.
  • Previous knowledge of Smart Junction Box or similar technologies preferred.
  • Demonstrated broad Instruments & Controls equipment and Honeywell systems experience (DCS & SIS, HIPPS, PMS, IAMS, Fire & Gas, System Virtualization, BN System 1 Network) and familiarity with relevant interface requirements and relevant industry codes.
  • Field Commissioning experience desirable.
  • Excellent written and oral English skills.
  • Strong organizational, planning and coordination skills.
  • Strong technical, prioritization and management skills.
  • Strong communication, influencing and interface skills.
  • Proficient in Cybersecurity Assessment, Network Management, System Virtualization.
  • Well-developed interpersonal skills with the ability to communicate with several organizational levels.
  • Candidate must be a team player, able to interact closely with other discipline engineers to complete multi-discipline Pre-Commissioning and Commissioning (P&C) activities.
