The Subsea QA/QC Specialist (Project) is a project-specific quality focal point, interfacing with project stakeholders and contractors to ensure QA/QC compliance for effective project execution and handover.
The project scope involves subsea pipeline repairs to CWC and sleeper anomalies.
What are you going to do
Capable to work effectively under pressure during fast-track, specialized subsea pipeline repair shutdown projects.
Addresses complex QA/QC-related problems and issues, particularly in relation to subsea and pipelines systems.
Rapid, front-line response to pipeline related events, issues and/or incidents during shutdown, depressurization and re-pressurization.
Ability to plan and action key project QA/QC activities in a timely and professional manner.
Takes decisive action relating to project quality issues and escalates significant concerns to the Project Manager and Head of projects QA/QC.
Ensure compliance with systems and processes including the Project Management System. Prepare plans and work schedules to ensure effective project completion.
Review FEED deliverables and engineering study reports to support the development of the Project Quality Plan and Procedures
Review the project scope of work, to determine the nature, extent, and frequency of quality verification activities
Provide support during tender phase to review the pipeline repair methodology (including repair methods and inspection techniques, equipment, planning, and qualification/ certification requirements), with emphasis on document review, preparation of subcontractor documents, CTR preparation, bid evaluation and vendor selection.
Monitor, evaluate and report the inspection and testing status of the pipeline repair activities.
Establish and maintain collaborative interface relationships with Engineering Consultants, Subsea Pipeline Repair Installation and Inspection contractors (including nominated specialist third-party contractor organizations), and the applicable regulatory focal points.
Review and acceptance contractor's and vendor's quality reports/deliverables, in line with the project quality requirements
Verify that the repair activities are in accordance with the approved methodology.
Support underwater inspection of offshore structures, including UWI scope, anomaly criteria, execution support, report review and anomaly assessment/follow-up.
Monitor the technical inspections, verification, certification and acceptance by Specialist Third Party Inspection Contractor, and review and accept the final documentation.
Establish and lead the project QA verification programs to ensure ongoing project compliance throughout engineering, procurement, repair/installation.
Ensure QA/QC readiness for mechanical acceptance, and compliant project completion/ handover.
Lead the NCR management process for identified non-conformances - including NCR/CAR issue, RCA, disposition approval and close-out.
Identify, record and communicate quality lessons learned, and identify suitable corrective actions to improve work processes and prevent further undesirable conditions/ situations.
Implement and uphold the Qatargas health, safety and environment requirements throughout project execution.
Essential skills and knowledge
Bachelor of Engineering from recognized university
Current and valid BOSIET certificate
Certified ISO 9001 Lead Auditor (IRCA or equivalent) with extensive experience leading QMS audits and QA verification programs for each project phase, i.e., Engineering, Procurement, and Repair/ Installation. (NOTE: if equivalent is proposed, evidence of equivalence shall be provided).
15 years of working experience in Quality Assurance & Control for Oil & Gas EPC/EPCM projects; 10 years of which must include exposure to subsea pipeline projects.
Shall have a proven track record in a senior QA/QC role, delivering challenging subsea projects
Subsea Pipeline Project Experience is essential, with emphasis on Pipeline Operations, Integrity inspection, Maintenance and/or Design/Construction. Specific experience shall include specialized Pipeline Isolations for Subsea Pipeline Repair and Sleeper damage
Capability to develop and implement project quality plans, ITPs, QA and QC procedures, procurement plans, material / equipment criticality ratings, etc.
Proven source-inspection coordination and expediting experience, for critical/long-lead materials.
Support underwater inspection of offshore structures, including UWI scope, anomaly criteria, execution support, report review and anomaly assessment/follow-up.
