Introduction

The Quality Manager will lead and oversee all QMS activities for our oil and gas exploration and production (E&P) projects in Indonesia. Ensures the highest standards of quality across all project phases, from planning and engineering to procurement, fabrication, construction, commissioning, start-up, and ongoing operations, in full compliance with international standards, client requirements, and local regulations.

What are you going to do 

QMS Development & Implementation:

  • Develop, implement, and manage a comprehensive Quality Management System (QMS) and associated programs for both E&P operations and project development (greenfield and brownfield).
  • Establish and maintain project-specific Quality Plans and Inspection Test Plans (ITPs) in accordance with project requirements and industry best practices.
  • Ensure the QMS adheres to ISO 9001:2015 standards and other relevant industry codes and standards (e.g., API, ASME, ASTM).

Quality Assurance & Control Oversight:

  • Manage all field quality inspections and coordinate inspection activities to ensure the required quality levels are met, aligning with asset integrity programs.
  • Oversee QC inspection work to ensure strict adherence to quality plans, control procedures, and inspection procedures.
  • Monitor manufacturing, inspection, and testing activities at contractor yards, promptly highlighting any issues to the project team.
  • Supervise project construction and commissioning activities, including QC inspector coverage of site inspection and surveillance activities.
  • Conduct independent surveillance inspections and randomly participate in day-to-day inspection and testing to ensure compliance.

Contractor & Vendor Management:

  • Assure that all Contractors' QA/QC control measures and procedures are thoroughly documented, effectively implemented, auditable, and fully compliant with client and regulatory agency requirements.
  • Ensure contractors' technical audit qualification process and personnel competency requirements are satisfied for each project scope prior to engagement.
  • Establish and implement a Contractors Performance Evaluation System as a Key Performance Indicator (KPI).

Auditing & Compliance:

  • Manage the project's audit schedules, conduct, and actively participate in project quality audits (internal, external, supplier/vendor, third-party, client audits).
  • Monitor and follow up on the timely closure of relevant action points, including Non-Conformities (NCRs) and observations.
  • Lead and participate in failure and root cause analysis sessions, ensuring effective corrective and preventive actions are implemented and lessons learned are cascaded.
  • Conduct Management Reviews with senior leadership to assess QMS effectiveness and identify necessary improvements.

Documentation & Reporting:

  • Maintain comprehensive quality assurance records and ensure the execution of periodic inspections.
  • Provide active support to the project team in the review and finalization of various project documents.
  • Monitor and analyze Service Quality leading indicators, results, trends, and performance indicators, ensuring remedial action plans address negative trends.
  • Develop and provide regular reports on Quality Management activities and performance to relevant stakeholders.

Leadership & Continuous Improvement:

  • Lead, mentor, and develop the Quality team, fostering a culture of quality awareness and continuous improvement across the project.
  • Identify opportunities for process enhancements and contribute to the development and implementation of best practices.
  • Advise management on quality communication, visibility, and required corrective actions.
  • Work closely with HSE, Project Managers, and other key stakeholders to ensure optimal quality, reliability, and efficiency.

Essential skills and knowledge 

Education: Bachelor's degree in Engineering, preferably in Material, Mechanical, Chemical, or a related field.

Experience: Minimum 12-15 years of progressive experience in Quality Management within the Oil & Gas Exploration & Production (E&P) sector, with significant experience in large-scale projects.

Certifications:

  • Certified ISO 9001:2015 Auditor or Lead Auditor is mandatory.
  • Certified training from recognized inspection bodies for relevant Facility/Mechanical Inspection and Asset Integrity is highly desirable.

Technical Competencies:

  • In-depth knowledge and hands-on experience with Quality Management Systems (ISO 9001:2015).
  • Strong understanding of Quality Plans, Inspection Test Plans (ITPs), and relevant Oil & Gas industry codes and standards (e.g., API, ASME, ASTM, NACE).
  • Familiarity with various project phases including engineering, procurement, fabrication, construction, commissioning, and operations.
  • Experience with Root Cause Analysis (RCA) methodologies.

Soft Skills:

  • Proven leadership and negotiation skills.
  • Demonstrated ability to build and maintain effective relationships with government bodies (e.g., Ditjen Migas) and other stakeholders in Indonesia.

Language: Fluent in both English and Bahasa Indonesia (verbal and written) is mandatory.

Placement: Willingness to be placed in project sites across Indonesia as required.
