Introduction

  • The position is responsible and accountable for all Instrument controls and telecoms construction activities pertaining to the scope of ONSHORE BUILDINGS & INFRASTRUCTURE COMPRESSION PROJECT –which involves Onshore buildings.
    • OCC (Onshore Collaborative Centre)
    • OLB (Onshore Logistic Base) and associated brownfield works.
  • This position is located at RLIC Site to supervise the construction works, ensuring compliance with the approved construction sequence and a seamless transition with the pre-commissioning, then commissioning activities.
  • The position shall interact daily with COMPANY construction team and counterparts in Contractor organization.
  • Supervision and “work as a team” behaviour and attitude towards Contractor and its Subcontractors to achieve Project objectives.
  • Responsible to manage and supervise the contractor and its subcontractor for all the Instrument Controls and Telecom construction activities.
  • Ensure that the Contractor and Subcontractors are compliant with project safety expectations, policies, and procedures.
  • Support for construction execution, risk-based evaluation of complex technical issues, ensuring construction deliverables (Method Statements/ JSA & JHA) are compliant with project requirements, while meeting required LNG quality expectations.
  • Must be able to manage the respective priorities, drivers and challenges of the stakeholders while maintaining focus on their respective objectives.
  • Ensure there is quality, effectiveness and consistency in the Construction processes, systems, procedures, and work products.
  • Ensure that there is sufficient and balanced resources and technical expertise available to support the Construction Execution.
  • Manage multiple internal and external interfaces across Qatar and Contractors - require effective communication, initiative, flexibility, and collaboration.

What are you going to do 

  • Responsible to manage and ensures successful execution of onshore construction activities to meet prioritized objectives (Safety, Quality, Cost, Schedule, and others, as appropriate)
  • Ensure that the Contractor and Subcontractors are compliant with project safety expectations, policies, and procedures.
  • Responsible and accountable to review, comment, and approve construction execution related procedures, specifications, and deliverables prepared by the Contractor.
  • Monitors and reports progress of various construction activities against agreed schedule.
  • Monitors and appraises Contractor(s)' organization, planning, execution, and controls, and drives improvement plans to close gaps in performance.
  • Identifies project issues and executes/stewards’ appropriate actions to resolution.
  • Working effectively within established procedures and participates in all important meetings and workshops (e.g., weekly, and monthly meetings, 3D Model reviews, Constructability, Construction and Completion Sequence Reviews).
  • Responsible for implementation of lessons learned from previous projects with LNG and/or Contractor, as well as capturing and communicating construction lessons learned for the current project.
  • Bring execution solutions that favour safe construction execution and transition to Commissioning activities.
  • Actively engage as required and appropriate with Operations to solicit input, provide feedback and seek alignment on construction execution plans/activities.
  • Knowledge-expert on safe practices and procedures related to construction (e.g., Work Management System (WMS), Permit-to-Work (PTW) etc.

Essential skills and knowledge 

  • Preferred Engineering Degree\Diploma or relevant on the job experience
  • Extensive experience in construction as a leadership and supervisory role
  • 15 years’ overall experience with at least 10 years demonstrated experience in construction of industrial buildings i.e. Administration buildings, Control Rooms, Warehouses with machinery etc.
  • Broad and extensive knowledge of construction activities (Instrument Controls and Telecom), design standards, specifications, codes, appropriate safety criteria, operations, with overall responsibility for construction execution of small to medium scale projects.
  • Working experience in Qatar and Ras Laffan Industrial City is preferred and Brownfield experience will be an considered as plus.
  • Excellent communication skills and ability to read, write, and speak fluent English.
  • Proficient in Microsoft Office suite of software programs, Advanced computer literacy.
  • Strong organizational and technical judgment skills.
  • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
